Children's Multidisciplinary Assessment Team (CMAT)

CMAT teams were established by Medicaid in 1991 as a way to provide cost containment, quality assurance, and utilization review for medically complex children receiving high cost, long term medical services. CMAT teams function through a multidisciplinary and inter-agency effort. Team membership includes the family, representatives from the Children's Medical Services and Early Steps in the Department of Health, Office of Family Safety in the Department of Children and Family, Agency for Persons with Disabilities, the Medicaid Program in the Agency for Health Care Administration and, any other community resources that may offer services to the child. Children's Medical Services has lead responsibility to facilitate this collaboration and has staff assigned to each regional CMAT.

The Children's Multidisciplinary Assessment Teams may staff any child, birth to twenty-one years of age, who meets the medically complex criteria. The following Medicaid compensable services are authorized through the CMAT process:

  • Medical Foster Care;
  • Services provided in Nursing facilities;
  • Level of Care determination for Model Waiver applicants; and
  • Continuity of Care considerations.

Children’s Medical Services CMAT staff conducts the Level I screening for mental illness and mental retardation in Florida’s Pre-Admission Screening and Resident Reviews (PASRR) process.
